Where Manitoba business immigration stands
Manitoba is one of the provinces that still has a business route at all. Ontario revoked its Entrepreneur stream in the 2026 redesign and Saskatchewan closed all three of its business streams permanently in March 2025. Manitoba kept both of its pathways open.
Open, but running on a paper process at very low volume
The province states that Expression of Interest draws for the Business Investor Stream are not currently being conducted. Business concepts go in by email and are reviewed individually, with a stated review target of about four weeks.
The volumes are worth knowing before you plan around this. In the whole of 2025 the stream took 43 business concepts, issued 21 invitations and produced 12 nominations. From January to May 2026 it took 26 concepts, issued 16 invitations and made 2 nominations.
Neither of those facts means the route does not work. They mean it is a small, individually assessed programme rather than a queue you join, and that the quality of the business concept carries more weight than in a stream where a score decides selection.
- Nomination comes after the business operates, not before. You sign a Business Performance Agreement, arrive on a temporary work permit, establish and run the business, report on progress, and are nominated only when the agreement has been met. The commitment is real before the status is.
- No deposit to the province. Neither pathway describes a deposit or escrow arrangement. Capital goes into the business. Net worth is verified by a programme-designated third party, with the report due within 120 days of an invitation.
- The investment threshold depends on where the business is. Inside the Winnipeg Metropolitan Region the Entrepreneur Pathway asks for $250,000. Outside it, $150,000. That is a $100,000 difference driven purely by location.
- The fee is $2,500, not $500. Five times the worker stream fee, non-refundable, paid by wire transfer on application. Submitting the business concept is free.
The two pathways side by side
These are different projects with different capital requirements and, on the farm pathway, a requirement about where you live. The comparison is worth making before choosing.

Net worth on both pathways is verified by a third-party verifier designated by the programme, and that report is due within 120 days of receiving an invitation to apply. On the Farm Investor Pathway the province may request verification rather than requiring it in every case.
The $100,000 that location decides. On the Entrepreneur Pathway a business inside the Winnipeg Metropolitan Region needs $250,000 of investment and the same business outside it needs $150,000. If the business is genuinely portable, that is a material difference, and it points the same way as the worker streams, where a destination outside Winnipeg is worth 50 points on the selection grid.

Three things a business immigration page is expected to contain are absent here, and in each case the reason is that the province does not publish them.
- The ranking grid for the Entrepreneur Pathway. A self-assessment form exists, last updated in August 2024, but the detailed scoring is not published on the public site. The province says it reserves the right to prioritise applications for businesses contributing significant economic benefit to Manitoba. We do not reproduce a points grid we cannot source, because on a business file a wrong grid changes decisions about money.
- Whether the pause on Expression of Interest draws is temporary. The province says draws are not currently being conducted, without a reason or an expected resumption date.
- Whether the International Student Entrepreneur Pilot is actively taking candidates. Its pages resolve and no closure has been announced, but it runs on a paper process outside the draw system, its most recent form update was July 2024, and we found no 2026 activity. We treat it as uncertain rather than open.
On a business file, the gaps matter more than usual. A worker who relies on a wrong figure loses time. Someone who commits $250,000 on the strength of a wrong threshold loses considerably more. Every figure on this page is confirmed against the province's own current pages, and where we could not confirm something we have said so rather than filled it in.
