Manitoba kept its business route, at a very small scale.

Both the Entrepreneur and Farm Investor pathways are open, which is more than Ontario or Saskatchewan can say. They are running on a paper process with no Expression of Interest draws, and the volumes are small enough to matter to your planning. Twelve nominations in the whole of 2025, and two in the first five months of 2026.

Where Manitoba business immigration stands

Manitoba is one of the provinces that still has a business route at all. Ontario revoked its Entrepreneur stream in the 2026 redesign and Saskatchewan closed all three of its business streams permanently in March 2025. Manitoba kept both of its pathways open.

No Expression of Interest draws · verified 18 August 2026

Open, but running on a paper process at very low volume

The province states that Expression of Interest draws for the Business Investor Stream are not currently being conducted. Business concepts go in by email and are reviewed individually, with a stated review target of about four weeks.

The volumes are worth knowing before you plan around this. In the whole of 2025 the stream took 43 business concepts, issued 21 invitations and produced 12 nominations. From January to May 2026 it took 26 concepts, issued 16 invitations and made 2 nominations.

Neither of those facts means the route does not work. They mean it is a small, individually assessed programme rather than a queue you join, and that the quality of the business concept carries more weight than in a stream where a score decides selection.

  • Nomination comes after the business operates, not before. You sign a Business Performance Agreement, arrive on a temporary work permit, establish and run the business, report on progress, and are nominated only when the agreement has been met. The commitment is real before the status is.
  • No deposit to the province. Neither pathway describes a deposit or escrow arrangement. Capital goes into the business. Net worth is verified by a programme-designated third party, with the report due within 120 days of an invitation.
  • The investment threshold depends on where the business is. Inside the Winnipeg Metropolitan Region the Entrepreneur Pathway asks for $250,000. Outside it, $150,000. That is a $100,000 difference driven purely by location.
  • The fee is $2,500, not $500. Five times the worker stream fee, non-refundable, paid by wire transfer on application. Submitting the business concept is free.

The two pathways side by side

These are different projects with different capital requirements and, on the farm pathway, a requirement about where you live. The comparison is worth making before choosing.

Net worth on both pathways is verified by a third-party verifier designated by the programme, and that report is due within 120 days of receiving an invitation to apply. On the Farm Investor Pathway the province may request verification rather than requiring it in every case.

The $100,000 that location decides. On the Entrepreneur Pathway a business inside the Winnipeg Metropolitan Region needs $250,000 of investment and the same business outside it needs $150,000. If the business is genuinely portable, that is a material difference, and it points the same way as the worker streams, where a destination outside Winnipeg is worth 50 points on the selection grid.

What we do not state

Because Manitoba does not publish it

Three things a business immigration page is expected to contain are absent here, and in each case the reason is that the province does not publish them.

  • The ranking grid for the Entrepreneur Pathway. A self-assessment form exists, last updated in August 2024, but the detailed scoring is not published on the public site. The province says it reserves the right to prioritise applications for businesses contributing significant economic benefit to Manitoba. We do not reproduce a points grid we cannot source, because on a business file a wrong grid changes decisions about money.
  • Whether the pause on Expression of Interest draws is temporary. The province says draws are not currently being conducted, without a reason or an expected resumption date.
  • Whether the International Student Entrepreneur Pilot is actively taking candidates. Its pages resolve and no closure has been announced, but it runs on a paper process outside the draw system, its most recent form update was July 2024, and we found no 2026 activity. We treat it as uncertain rather than open.

On a business file, the gaps matter more than usual. A worker who relies on a wrong figure loses time. Someone who commits $250,000 on the strength of a wrong threshold loses considerably more. Every figure on this page is confirmed against the province's own current pages, and where we could not confirm something we have said so rather than filled it in.

What to establish before you commit capital

Whether the business you have in mind is eligible at all, whether the investment threshold that applies is the higher or the lower one, what the performance agreement will bind you to, and whether the current pace of the stream matches your timetable.

Strategy consultation

A paid session that tests your record against this route and the alternatives, checks how your work is classified, and tells you plainly where you actually stand.

02 / Review

Lawyer review, you file

You prepare and submit; we review the classification, the evidence and the documentation before it goes in, and flag what would be questioned.

03 / Representation

Full representation

We build, document and file the matter as your lawyer of record, and carry it through to the federal permanent residence stage.

Every matter begins with the strategy consultation. If you instruct us within six months of that consultation for a lawyer review or for full representation, the consultation fee is credited against that work. One credit per person.

Frequently asked questions

Does Manitoba still have a business immigration route?

Yes, and that distinguishes it from Ontario and Saskatchewan, both of which have none. The Business Investor Stream runs an Entrepreneur Pathway and a Farm Investor Pathway, and both are open. There is also a small International Student Entrepreneur Pilot, capped at twenty nominations a year, whose current activity we could not confirm.

Are Expression of Interest draws being held for the business stream?

No. The province's own application page states that Expression of Interest draws for the Business Investor Stream are not currently being conducted. Business concepts are submitted by email and reviewed individually, on a paper process. The province says it aims to review a business concept in about four weeks.

How many people actually get through?

Very few, and this is the number most useful for planning. Across the whole of 2025 the stream received 43 business concept submissions and issued 21 invitations, producing 12 nominations. Between January and May 2026 it received 26 concepts, issued 16 invitations and made 2 nominations. Against Manitoba's total 2026 allocation of 6,239, business immigration is a rounding error.

What is the difference between the two pathways?

The Entrepreneur Pathway is for establishing, buying into or partnering in a business anywhere in Manitoba, and its investment threshold depends on whether the business is inside or outside the Winnipeg Metropolitan Region. The Farm Investor Pathway is for buying and operating a farm producing primary products in rural Manitoba, requires a higher investment, and requires you to live on the farm and manage it yourself.

Do I get nominated before or after the business is running?

After. On both pathways you sign a Business Performance Agreement, come to Manitoba on a temporary work permit, establish and operate the business, and are nominated only once the agreement's terms have been met. On the Entrepreneur Pathway a first progress report is due within six months of arrival and a final report no later than twenty months after. That sequence means real capital is committed and real time is spent before any permanent status exists.

Is there a deposit?

No deposit or escrow arrangement is described on Manitoba's pages for either pathway. Your capital goes into the business rather than to the province. Net worth is verified by a third-party verifier designated by the programme, and that report is due within 120 days of receiving an invitation to apply.

What counts against a business as ineligible?

Passive income businesses, meaning those generating rent, interest, dividends or capital gains, are ineligible. So are immigration-linked investment schemes and businesses prohibited under the federal immigration regulations. On the farm pathway, passive or speculative land purchases are ineligible and a third-party farm manager will not do, because you must actively manage the operation yourself.

What does it cost to apply?

$2,500, non-refundable, paid by wire transfer when you submit the application. That is five times the $500 that applies to the worker streams. Submitting the business concept itself is free.
