No job offer, no employer, and five criteria in total.

The shortest set of requirements in the Ontario program, and the only pathway that does not depend on an employer meeting a revenue test and a fourteen day deadline. The registration class does most of the work, and a postgraduate education licence is not one of the classes that qualifies.

What this pathway is

The only route in the stream that needs no job offer and involves no employer. It is also the shortest set of criteria in the program, which makes the registration class the whole question.

Portal opened 4 August 2026 · verified 18 August 2026

No round has been held under this stream yet

The Expression of Interest portal opened on 4 August 2026 and Ontario has issued no invitations under the new stream. There is no cut off score, no draw frequency and no invitation volume to plan against, and anyone quoting one is describing the former streams, which closed on 30 May 2026.

Ontario has also published that three further streams are expected later this year, without saying what they are. That is worth knowing before you build a plan on this one.

  • Five criteria, and no more. An invitation and a timely application, the qualifications attested to in the Expression of Interest, self employment, College registration in a qualifying class with good standing, and eligibility to bill for publicly funded health services.
  • No experience, education or language requirement is prescribed. That is unusual enough to be worth stating plainly. It is also why the registration class does most of the work here, since the College has already tested what the program would otherwise have to.
  • A postgraduate education licence does not qualify. Independent practice, academic practice and provisional certificates do. A resident holding a postgraduate education licence needs a different route.
  • Express Entry is available. So a nomination adds 600 points to a federal ranking score, which is true of this pathway and of TEER 0 to 3, and not of TEER 4 to 5.
  • No employer means no employer deadline. The fourteen day dependency that can end another file before the applicant can act does not exist here. Your own seventeen day clock still does.
  • No work permit support letter is issued. So this pathway does not provide the bridge into temporary status that an employer supported application can.

Every pathway in this stream also requires an invitation to apply and an application filed within the published deadline, the qualifications you attested to when you registered your Expression of Interest, any licence or authorisation the work requires by Ontario or federal law, and that neither you nor your family members hold ten per cent or more of the equity in the employer's business unless it came to you as employee remuneration. You must be a foreign national, show on a reasonable basis that you intend to reside in Ontario, hold temporary resident status if you are applying from inside Canada, and attend any interview the director requests. The deadlines, the employer requirements and the scoring factors are on the province overview.

What the pathway requires

Self employed physician requirements at 18 August 2026
RequirementWhat Ontario asks for
InvitationAn invitation to apply, and an application filed within the deadline published by the ministry, being 17 calendar days from the date the invitation was issued.
Attested qualificationsYou must demonstrate the qualifications you attested to when your Expression of Interest was registered and ranked.
Self employmentYou are or will be self employed.
RegistrationA certificate of registration authorising independent practice, or authorising academic practice, or a provisional certificate, and membership in good standing with the College of Physicians and Surgeons of Ontario. A postgraduate education licence does not qualify.
Public billingEligibility to receive payment for publicly funded health services in accordance with the Health Insurance Act, meaning a billing number.
Job offerNot required, and no employer is involved.
Experience, education, languageNone prescribed for this pathway in the regulation.
Express EntryAvailable, on the same terms as TEER 0 to 3, and worth 600 points on a federal ranking score.
Fee$1,500 if your Ontario practice address is outside the Greater Toronto Area, $2,000 if it is inside.

Settlement funds are not required. The regulation lists the criteria for this pathway exhaustively and does not include them, nor does it prescribe a minimum age, years in practice, minimum income, rural practice obligation or academic affiliation.

Where you practise is worth more here than anywhere else in the stream. With no wage factor to score and no employer location to fix, your practice address decides both your fee and your regional score, which runs from 15 points for Northern Ontario down to nothing for the City of Toronto. On a pathway with few other levers, that is the one most within your control.

Your situation

Nothing you enter leaves your browser.

An indication against the published criteria for this pathway only. Scoring factors are not the stream criteria, and meeting every requirement here does not mean you will be invited. No round has been held under this stream, so no cut off exists. Not an eligibility decision, not legal advice, and not a prediction of selection. Verified 18 August 2026 against ontario.ca and O. What we look at before you commit to this route

Which pathway your occupation puts you in, because that decides whether a nomination is worth 600 federal points or nothing at all. Which experience route your record actually satisfies, since they differ on whether the work had to be done in Ontario. And whether your employer can carry their side inside fourteen days of an invitation.

01 / Start here

Strategy consultation

A paid session that tests your record against this route and the alternatives, checks how your work is classified, and tells you plainly where you actually stand.

02 / Review

Lawyer review, you file

You prepare and submit; we review the classification, the evidence and the documentation before it goes in, and flag what would be questioned.

03 / Representation

Full representation

We build, document and file the matter as your lawyer of record, and carry it through to the federal permanent residence stage.

Every matter begins with the strategy consultation. If you instruct us within six months of that consultation for a lawyer review or for full representation, the consultation fee is credited against that work. One credit per person.

Frequently asked questions

Do I need a job offer?

No. This is the only pathway in the stream that does not, and there is no employer involved at all. That means no employer revenue test, no headcount test, no wage test, no recruitment evidence, and none of the employer deadlines that constrain the other two pathways.

Which registration classes qualify?

Certificates of registration authorising independent practice, certificates authorising academic practice, and provisional certificates. You must also be a member in good standing with the College of Physicians and Surgeons of Ontario.

I hold a postgraduate education licence. Am I eligible?

Not on this pathway. A postgraduate education licence is not one of the qualifying classes. That does not put you outside the program altogether, because you may qualify under the TEER 0 to 3 pathway if you obtain a qualifying job offer, which is a different route with its own experience and education requirements.

What else does the pathway require?

Very little, and that is the striking thing about it. The regulation prescribes five criteria: an invitation to apply and an application within the deadline, the qualifications you attested to in your Expression of Interest, that you are or will be self employed, the College registration and good standing, and eligibility to receive payment for publicly funded health services under the Health Insurance Act, meaning a billing number. There is no work experience requirement, no education requirement, no language requirement and no equity restriction prescribed for this pathway.

How do I register an Expression of Interest with no employer?

Through a webform to the program rather than the employer portal, since there is no employer to submit a job offer. Once invited you have 17 calendar days to submit your application and pay the fee, and there is no employer step to wait for, which removes the fourteen day dependency that constrains the other two pathways.

Can I be nominated through Express Entry?

Yes. Self employed physicians are one of the two groups Ontario allows to use the federal Express Entry route, the other being applicants with a job offer at TEER 0 to 3. That makes a nomination worth 600 points on your federal ranking score, provided you meet a federal program's criteria and hold a valid profile from application until nomination.

How is my fee decided with no employer location?

By the address of your Ontario medical practice. $1,500 if it is outside the Greater Toronto Area and $2,000 if it is inside. Your practice address also decides your regional score, which is worth up to 15 points for Northern Ontario and nothing for the City of Toronto.

Will I get a work permit support letter?

No. Ontario states that no work permit support letter is issued for self employed physicians, so this pathway does not carry the bridge into temporary work status that an employer supported file can.
