What this pathway is
The only route in the stream that needs no job offer and involves no employer. It is also the shortest set of criteria in the program, which makes the registration class the whole question.
No round has been held under this stream yet
The Expression of Interest portal opened on 4 August 2026 and Ontario has issued no invitations under the new stream. There is no cut off score, no draw frequency and no invitation volume to plan against, and anyone quoting one is describing the former streams, which closed on 30 May 2026.
Ontario has also published that three further streams are expected later this year, without saying what they are. That is worth knowing before you build a plan on this one.
- Five criteria, and no more. An invitation and a timely application, the qualifications attested to in the Expression of Interest, self employment, College registration in a qualifying class with good standing, and eligibility to bill for publicly funded health services.
- No experience, education or language requirement is prescribed. That is unusual enough to be worth stating plainly. It is also why the registration class does most of the work here, since the College has already tested what the program would otherwise have to.
- A postgraduate education licence does not qualify. Independent practice, academic practice and provisional certificates do. A resident holding a postgraduate education licence needs a different route.
- Express Entry is available. So a nomination adds 600 points to a federal ranking score, which is true of this pathway and of TEER 0 to 3, and not of TEER 4 to 5.
- No employer means no employer deadline. The fourteen day dependency that can end another file before the applicant can act does not exist here. Your own seventeen day clock still does.
- No work permit support letter is issued. So this pathway does not provide the bridge into temporary status that an employer supported application can.
Every pathway in this stream also requires an invitation to apply and an application filed within the published deadline, the qualifications you attested to when you registered your Expression of Interest, any licence or authorisation the work requires by Ontario or federal law, and that neither you nor your family members hold ten per cent or more of the equity in the employer's business unless it came to you as employee remuneration. You must be a foreign national, show on a reasonable basis that you intend to reside in Ontario, hold temporary resident status if you are applying from inside Canada, and attend any interview the director requests. Settlement funds are not required. The regulation lists the criteria for this pathway exhaustively and does not include them, nor does it prescribe a minimum age, years in practice, minimum income, rural practice obligation or academic affiliation.
Where you practise is worth more here than anywhere else in the stream. With no wage factor to score and no employer location to fix, your practice address decides both your fee and your regional score, which runs from 15 points for Northern Ontario down to nothing for the City of Toronto. On a pathway with few other levers, that is the one most within your control.
